Statement delivered by H.E. Patricia Hermanns, Permanent Representative of The Bahamas to the United Nations in Geneva, on behalf of the Core States of the Convention against Torture Initiative

 

Thank you, Madam Vice President,

I have the honour of delivering this statement on behalf of the seven States leading the Convention against Torture Initiative (also known as CTI), namely Chile, Denmark, Fiji, Ghana, Indonesia, Morocco, and my own country, The Bahamas.

CTI is a unique initiative led by States, for States, supporting States to ratify and improve implementation of the UN Convention against Torture. Our State-oriented nature, alongside our constructive and confidential approach, are our most defining features, enabling us to become a trusted partner for other States and stakeholders to engage with for capacity building and technical support.

Over the past twelve years, twenty-two States have newly joined the Convention, many through direct support provided by CTI. During this period, over 175 States have benefited from at least one of CTI’s activities held globally. 

Our work and engagement with States have repeatedly proven the value of technical assistance and capacity-building. Such support can be particularly critical for Small States – like my own country, The Bahamas – to overcome capacity constraints in implementing treaty obligations. The gap between positive intentions by States and effective implementation of treaty obligations is bridged through such support mechanisms. 

Our experience has also shown us that States have a high appetite for support that is tailor-made to the specific needs of States and regions. CTI offers various modalities of support, such as reinforcing State capacities through workshops and events; providing step-by-step support to States considering joining the Convention; or providing confidential legal guidance; just to name a few. 

We remain committed to continue supporting States on UNCAT ratification and implementation efforts and welcome interested States to engage with us to discover avenues for collaboration.
