CTI is a unique, global initiative of the Governments of the Bahamas, Chile, Denmark, Fiji, Ghana, Indonesia and Morocco – all States strategically located in different regions throughout the world.
The CTI principle is that of States helping States. It operates on the basis that no State has a perfect record when it comes to the implementation of the Convention against Torture, and that all States can learn from each other. We offer support to States to ratify and implement the Convention as successfully as they can.
The seven CTI Core States spearheading the Initiative are engaged through direct bilateral and multilateral diplomacy, as well as through sharing their national practices and challenges with other governments and by hosting and participating in various activities.

CTI’s expert team responds confidentially to governments and national institutions, offering one-to-one technical support on a wide range of issues relevant to the implementation of UNCAT – such as police and law enforcement, legislative review and reform, policy drafting, prison reform, complaints, investigations and prosecutions, and redress for victims. We have advised many governments and supported them in taking action on torture prevention, eradication and redress.
